Configure showing / hiding the share button similarly to how it functions currently.
Currently the button is added here when the navigation bar feature is enabled or the tab strip is used.

After the navigation bar is removed in bug 1961852 we should only check the tab strip.

There is an r+ patch which didn't land and no activity in this bug for 2 weeks.
