1962227 - Move simpleperf profiling settings into an action task

This bug is for moving the simpleperf profiling setup to an action task like gecko_profile.py: https://searchfox.org/mozilla-central/source/taskcluster/gecko_taskgraph/actions/gecko_profile.py

This would allow us to run the simpleperf profiling on any test that supports it without having to make duplicate tasks for any task that needs it.

At the start, it could be made accessible through the task custom action interface, and in the future the "Generate Profile" button could be modified for mozperftest to allow selecting simpleperf or another profiling option.
