1964984 - PiP not working on some devices

Steps to reproduce

1. Open youtube.com.
2. Play any video.
3. Tap on the fullscreen icon on the video to enter full screen mode.
4. Press the home button of the phone/tablet to send Firefox in the background.
5. Verify that the picture-in-picture window appears and continues to play the video.
6. Verify that play/pause buttons on the PiP window works.

Expected behavior

The picture-in-picture mode works as expected. Play/pause buttons are working.

Actual behavior

PiP is not working at all. The toolbar is visible, the video stops playing.

Device information

• Firefox version: Nightly 140.0a1 from 5/7, Beta 139.0b4, and Firefox for android 138.0.2
• Android devices: Samsung Galaxy A14 (Android 14), Oppo Find X3 Lite (Android 11), Oppo Find X3 Neo (Android 11)
