Details

Due to compose toolbar work, display toolbar that's in the middle of the compose homepage was broken. To prevent this happening again, creating a new toolbar specifically for the compose homepage feature.

Investigate if HomepageDisplayToolbar should be merged back into the compose toolbar. If not, find a solution where we can keep them both in the same style.
