[SearchConfig V2] Baidu is not the default search engine on region CN (China) and language zh-CN (Simplified Chinese)

Steps to reproduce
- Set the Region of the device to CN, and the locale to zh-CN.
- On Firefox for Android Nightly - Secret Settings - enable the "Remote Search Configuration" toggle, and restart the app.
- Go to Settings > Search > Default search engine and observe the selected default search engine.
Expected behavior
Baidu is the default search engine for users with region = CN (China) and language = zh-CN (Simplified Chinese).
Actual behavior
Google remains selected as default search engine.
Device information
- Firefox version: 140.0a1 Nightly from 05/09
- Android devices: Google Pixel 8 Pro (Android 15), any device
Additional information
Google is the selected as default search engine before enabling "Remote Search Configuration" toggle as well.

This issue in no longer reproducible in the latest Nightly 140.0a1 from 05/16. Baidu is correctly selected as the default search engine for users with region = CN (China) and language = zh-CN (Simplified Chinese).
Tested with the following devices: Google Pixel 8 Pro (Android 15), Vivo v23 (Android 14), Google Pixel 6 (Android 16).
