Historical note:

This was the original Android plan:

We need to update the logic that parses the current list.json such that it works with the Desktop version of search-config.json.

But we learned that Desktop has some extra complexities with the implementation that would make that challenging (namely, using a lot of WebExtensions to handle different locale settings), in addition to already planning a larger-scale initiative to change the way they manage their config. Rather than doing this work twice, we'll do what we can to manually fix our current implementation, then group up with the Desktop Search team to solve the generalized configuration portion together.

Note for the record: we're working with the Search team to determine what the updated configuration will actually look like; until we have that info, this metabug remains blocked.
