Currently QA is blocked on testing due to the home region "stickiness". Add functionality in debug drawer's region tool so QA can override home region in debug and Nightly builds.

Verified as implemented and working on the latest Firefox for Android Nightly 140.0a1 from 5/14 with a Pixel 6 (Android 16), Vivo v23 (Android 14), Pixel 8 Pro (Android 15).
