"Show all downloads" button edge visible in downloads popup

When I click on the downloads icon in the toolbar to show the popup (with or without files downloaded during the session), I see a thin edge/border around the button "Show all downloads". This looks a bit strange, so I ran mozregression and got:

This points to bug 1963446. I guess this is a regression because the edge/border hasn't been there before and I don't see anything similar in the UI.

I see. So that's this border.
On Windows, it's suppressed by this rule.

Reproduced the issue with 140.0a1 (2025-05-12) on Ubuntu 24.04. There is a border on the Show all downloads inside the Downloads panel.
The issue is verified fixed with 140.0b2 on Windows 10x64, macOS 13 and Ubuntu 24. No border is displayed inside Downloads panel for the Show all downloads.
