Bug 1966811 enables Suggest conditionally and sets default prefs appropriate to the app's current locale. We should observe locale changes so the enabled status and prefs are updated when the app's locale changes. See Nan's comment here.

I'll mark this blocking bug 1946617 since it's related, but right now this is only a nice-to-have and doesn't block geo expansion IMO.

Home region too while we're at it?

Adding some context from the phabricator discussion linked in comment 0 about the fact that bug 1966166 is not a complete fix for this:

IIUC once bug 1966166 is fixed SharedRemoteSettingsService will handle ingest from RS using the updated locale, but that's unrelated to this code here that determines how/whether Suggest should be enabled
