Based on the regression range https://hg-edge.mozilla.org/comm-central/pushloghtml?fromchange=29ca4ca993149d018e8e205e839942cc45f93d83&tochange=6a1aa977133bbb0dbdc33167c3f98413937d6ce5 I think it's actually Bug 1966357 that caused it, because suddenly the content property correctly applies?
