After bug 1950909 and bug 1953740 the search suggestions would only be shown nicely when the toolbar is set at the top.
Need to also ensure search suggestions are correctly shown on top of a bottom toolbar.
The end goal is that search suggestions for when using the composable toolbar looks and behaves exactly as when using the toolbar view.
