Steps to reproduce:
Changing the preference takes no effect in a message link or in other links like attachments.
The setting should work for all links everywhere, like Addons and Settings and Troubleshooting pages too.

Seems fine for me in Thunderbird 139 (tested with the add-ons manager and in emails).
other links like attachments.
Note that attachments in the attachments pane are not browser links.
