1972072 - Convert Address Bar - Firefox Suggest to config-based prefs

The Address Bar - Firefox Suggest section on the Search settings page should be converted to the config-based settings system.

These changes can be made on the existing page. The end result should be the following options:

• Current status message bar
• Browsing history checkbox
• Bookmarks checkbox
• Open tabs checkbox
• Shortcuts checkbox
• Search engine checkbox
• Suggestions from Firefox checkbox
• Suggestions from sponsors checkbox
• Improve the Firefox Suggest experience fieldset
  • Share search query data with Mozilla to create a richer search experience checkbox
• Dismissed suggestions fieldset
  • Restore suggestions button
