This bug is working towards getting rid of the click and wait logic from Selenium as best as possible. Right now we delay the return of the Click Element method by 200ms which is quite long and will delay the execution of tests for all of our users.

As discussed on bug 1961138 lets do the first step and introduce preferences to check if the feature is enabled and if yes how long we should wait. By default we will reduce the time to 50ms by default and apply a multiplier for slow running builds.

Lets see if Selenium users are affected. If not we will follow-up with next steps as layed out on bug 1961138 comment 6.

Note that this patch will also help us to make further progress in transitioning to the WebProgress listener for Marionette.
