1972670 - Remove FTP proxy support from WebDriver capabilities

Based on the discussion on https://github.com/w3c/webdriver/issues/1900 the support for the FTP proxy capability for WebDriver classic and BiDi in Firefox can be removed. There is no deprecation needed given that it's a no-op capability anyway.

We should update the wdspec tests as well and remove tests specifically for FTP.
