This is a clone of Bug 1964734 - wrong update channel when using lang packs - showing 138 beta - beta xpi language packs have been uploaded to the release channel - but there are differences.

Installed 140.0 release channel candidate on Windows.
Help and Help > About show branding as "Thunderbird beta".

Reproduces WITHOUT language packs and also in a new profile.
