Enable layer compositor
Go to https://treeherder.mozilla.org/jobs?repo=try&author=reviewbot
Hover mouse on the text. That will create a black popup/tooltip. And if you move the mouse away, the tooltip/popup will fade away.
Now the trick is to move the mouse across the text with such a speed that the previous tooltip is fading away, while the new tooltip is fading in.
Keep on doing this.
At some point, the faded tooltip will leave a shadow behind.
I havent done a bisection, but the last change to layer compositor was in bug 1970784, so i am marking it as the regressor.

Maybe try with a revision that has a lot of line items like this: https://treeherder.mozilla.org/jobs?repo=try&revision=c277ea7c19c43324cf05b1545457365820fa3759
