After https://bugzilla.mozilla.org/show_bug.cgi?id=1944907 it is no longer possible to reorder pinned tabs, dragging pinned tab among other pinned tabs causes it to unpin instead of changing order

I was able to reproduce the issue on Win11x64 using Firefox build 142.0a1(20250623212838), issue reproduces only dragging tab to pinned tabs.
Marking issue as new.

Hi Monica, can you clarify the STR and if it's affecting both horizontal and vertical tabs? Is this only happening on windows? I'm not seeing it on mac on the latest Nightly. I'd also like confirmation that this is on 141 beta please.

Thanks for confirming. Also can you verify which bug is the actual culprit with moz-regression. Several related patches landed after bug 1944907.
