After https://bugzilla.mozilla.org/show_bug.cgi?id=1970632, we want to onboard existing ETP-Strict users. Our current plan is as follows:

  1. One-time Moments page to persuade existing ETP Strict users to opt into the baseline exceptions list. If user doesn't decide on the moments page, we have a infobar followup. New ETP Strict users do not see this message.
  2. When a ETP Strict user visits a website with an exception, but they didn't opt into the corresponding exceptions list (baseline or convenience), show an infobar to inform the option of enabling the list.
