Since we don't have a strong reason for holding some Network Predictor behaviours/preferences as nightly-only or @IS_EARLY_BETA_OR_EARLIER@, it would make performance work much easier if the configuration was aligned Nightly to Beta to Release.
I believe we just have the one preference, network.predictor.enable-prefetch, which is IS_EARLY_BETA_OR_EARLIER.
So the bug is to disable the feature so that we don't see its impact on Nightly until we are intent on shipping it to users.
Note that these preferences and the general tuning / enablement / disablement of the Network Predictor will be taken as a larger project in

Disable network.predictor.enable-prefetch, the only nightly/beta only feature so that we don't measure its impact on Nightly until we are intent on shipping it to users.
