I'm not certain whether this issue is 'Folders and Message List' OR whether it's 'Toolbars and Tabs' as it involves both.
Process
- Create a top level folder eg: Test
- Create subfolders in Test folder eg: Sub Test1
- Add some emails to both folders
- Make sure 'Test' folder is expanded so all subfolders are visible
- Right click on sub folder 'Sub Test1' and select 'Open in new tab'
- Subfolder called 'Sub Test1' is now visible in a new tab and you can see emails.
- In Folder Pane, collapse the 'Test' folder so all subfolders are no longer visible.
Actual Result:
'Sub Test1' subfolder in new tab disappears and is replaced by 'Test' folder.
Expected Result:
'Sub Test1' subfolder in new tab remains visible
When people have many folders and subfolders - they may open the ones they are working on in a new tab
Folder Pane may seem cluttered so they collapse top level folder maybe to avoid excessive scrolling and maybe to choose another folder to open in a new tab, but they discover they have lost the view of a subfolder in the tab.
To get that view back they have to expand the top level again and reselect.
This does not help with work throughtput.
View of an opened folder/subfolder would not be expected to alter if folders or accounts are collapsed in Folder Pane.
Creating this bug after person in Support reported the issue.

I do not believe this is a bug and it is not a regression. The folder pane reflects and is part of the current tab, so by closing the folder your directly modifying the current tab (the folder pane is part of the current tab).
To acheive the work flow your refrencing simply go back to the original tab before closing the folder. The new tab you created will stay showing the "sub test 1" folder with the folder pane corectly representing this and the original tab will have it collapsed.
