1980912 - Clear recent history urlbar quick action is visible in private windows

In relation to bug 463607, there are two places that hide or disable the "Clear recent history" option:

1. The app menu items.
2. The urlbar clear tip.

However, as mentioned in bug 463607 comment 51, the urlbar quick action "Clear recent history" is visible in private windows and will trigger Tools::Santize's command. Even though the <command> element is disabled, the direct call to doCommand will still trigger it.

This quick action should be hidden for private windows.

For ENG it could make sense to hide Recent Clear History in PBM windows, considered the user is not creating recent history.
This will have to be a UX decision anyway.
