The "Open private window" urlbar action is visible when the user is in permanent private browsing. It should probably be hidden since:

  1. All windows will be private anyway, and the urlbar actions tend to be for non-standard actions.
  2. The mask icon for the icon is not used when using permanent private browsing.

This is what we did in Tor Browser.

So I think we want to talk to UX about this, while it is mostly a redundant button in this mode, sometimes users are going to train their mucle memory into certain options existing and be fustrated when they dont. It also has very little downsides to existing there.
