In fixing bug 1978887, we have a fixed maximum width for pinned tabs. We should give users the ability to resize this.

Closing this for now as the current auto-sizing seems to be working well enough, whereas having the splitter would introduce new edge cases e.g. where after the user touched the splitter, pinning another tab would suddenly make pinned tabs overflow.
