1990211 - Increase pinned tabs container max-width for users with lots of pinned tabs

We've got a report from someone who's unhappy with the 60% pinned tabs max-width from bug 1978887 because they pin all their tabs, and now they overflow and so the user is unhappy. To make things worse, I further reduced that max-width to 33% of the window width in bug 1987841 to better handle small windows.

Verified as fixed in our latest Nightly build 145.0a1 (2025-09-24) , the Pinned section max width goes all the way to the end of the Tab strip where there is only room for one free tab to be visible at a time.
