Steps to reproduce
- Download latest .exe file for latest Nightly on ARM device A and connect it with an MS account on One drive
- Install latest Nightly
- Click on YES in the UAC prompt
- Check the Desktop shortcut
- Install a fresh Windows 11 on Device B and connect it to the same Microsoft account as above
- Wait a bit so that OneDrive restores its files
- Click on the Firefox icon from device B
Expected result
- Mozilla official site should open with the default browser.
Actual result - An error message is displayed.

*New feature not a regression.
*This happens on Win11 regular x64 images when accessing a desktop shortcut from an Win11 ARM device.
*If opening desktop on Win11 ARM VM when accessing a desktop shortcut from an Win11 ARM device, download page is opened on Edge.

The desktop launcher EXE should always be compiled as x86 (32-bit)... just like the stub installer. That way it will work on all variants of Windows 10 and Windows 11.

I'd put this at S3 since it's pretty bad but (as I understand) we're figuring more people are going to go x86/x64 → ARM than the other way around.
Fix is to make this an x86 binary, doable in theory but biggest problem is getting the build system to do it.
