To do a controlled introduction of the new link handling behavior, we need:
- a pref associated with it,
- have this pref exposed to Nimbus.
Rationale: We want to introduce opening external links next to the active tab in the following way:
- Offer the setting for everyone as an opt-in (off by default)
- In parallel, launch an experiment, making it ON by default for new users,
- In case of no negative impact is detect, make opening external links next to the active tab a new default for new users.
We would still need to figure out how to offer/switch existing users to this behavior (messaging, else).

Proposing browser.tabs.insertExternalAfterCurrent to fit into the existing family of tab insertion prefs https://searchfox.org/firefox-main/rev/7620954e589eb74f20e94e284b250848a159fca0/browser/app/profile/firefox.js#951-964

browser.tabs.insertExternalAfterCurrent is disabled by default. If enabled, links opened from outside of Firefox should open within Firefox in new tabs next to the current tab rather than the current default behavior (opening at the end of the tab strip).

Going to prefer an implementation of bug 1979132 where we use the existing browser.link.open_newwindow and browser.link.open_newwindow.override.external prefs rather than adding a new pref.
