This is a follow up to Bug 1980671 to render a different string "Try Firefox VPN" in the icon's tooltip after dismissing our callouts. There may be other ways to do this, but one idea that comes to mind is to set a pref (eg. browser.ipprotection.callout-dismissed) after the no thanks or not now buttons are selected. I'm not sure currently if this counts when we click outside the callout to dismiss it.

Updating this bug since our last discussion about tooltips.

The tooltip should say 'Firefox VPN' unless there is an error, in which case it should say 'Turn Firefox VPN on'.
