Steps to reproduce:

Update from 142 final to 143 beta. Also reproduced on a separate system updating from 141 beta to 143 beta.

Actual results:

The update results in a shortcut named Firefox.exe being created on the desktop. It appears this only occurs in a standard user account (so am wondering if bug 1982323 is related).

Expected results:

Shortcut creation should occur during fresh install, but not when updating an existing install as this is likely to create a superfluous or unwanted shortcut.

The Bugbug bot thinks this bug should belong to the 'Toolkit::Application Update' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
