This comes out of bug 171013 (which I'd originally filed) in which I just
discovered that there *IS* no text for the Navigator toolbar buttons (well,
there is text, or will be once bug 171013 is fixed, but just not in *combination
with* the buttons) - thus causing "Both" to make little intuitive sense to
anybody who chooses that as their toolbar display preference.

This issue is further complicated by the fact that toolbars other than Navigator
*DO* offer buttons and text together, as does the Print element (but only that
element) of the current Navigator toolbar - and that Both is the default setting
for how toolbars should be viewed.

Either the preferences should be changed so that Both is not an option (I don't
think that this is feasible) or the Modern theme of the Navigator toolbar should
be modified so that when Both is in use, users really *do* get "both text and
icons".  (Anything else would be unexpected.)

I'm not making this an enhancement request because I consider it to be an actual
bug that when Both is selected, the user doesn't actually get both.  (The user
should get what they expect to get based on an existing setting in the UI.)

I'm duping this against bug 253007, because that bug has a patch.
I did search Bugzilla for quite some time before filing the new bug, but I had
"Modern" among my search terms, because the bug does not exist in Classic.
