With the Modern theme, the "nav-bar" toolbarbuttons ignore the
browser.chrome.toolbar_style settings: even when told to show both pictures and
text, they only display the icons. Text only works.

While I think this is a valid bug (the Navigation toolbar should react to the
"Pictures and Text" setting in Preferences), this isn't in my opinion just an
issue of adding some text to the current toolbar. The design of the current
Navigation toolbar isn't prepared for a Picture+Text-mode. It looks just wrong.

Compare it with the toolbars of MailNews or Composer. There you see a separator
between the picture and the text and the text is alligned on one line (this is
not the case with the attached patch, compare the text below the Print-button
and the Navigation-Buttons).

So I think the Navigation toolbar needs some more changes to support a
Pictures+Text-mode rather than just adding the missing text.

Also the preview.gif for the Themes Preferences page should be updated when this
is changed, because Pictures+Text is the default mode.
