Ctrl+Tab and Ctrl+Shift+Tab fail to dismiss link preview

If a Link Preview is displayed, navigating to another tab by clicking the tab dismisses the Link Preview. However, navigating to another tab using Ctrl+Tab or Ctrl+Shift+Tab leaves the preview on the screen and it appears in front of the newly activated tab. The overlay should be dismissed when changing tabs with the keyboard, or at least stay in the original tab.
Pressing Ctrl+Shift when the mouse pointer is over a link also triggers a new link preview. This combination should not trigger the feature because the user presumably has another shortcut in mind.

bug 1969404 might just remove the shift keyboard shortcut to avoid this conflict
