a new feature intended to be exposed via firefox labs that when enabled allows showing a preview panel when pressing a key and hover/focus a link. the panel shows information about the link with an option for ai summary

How do we test this?
as of today, most bugs blocking this meta are still open, but very basic implementation has started with bug 1943391 introducing browser.ml.linkPreview.enabled that can be flipped from about:config then press alt with a link but no user facing ui yet
