To reproduce this bug, we need to do multiple steps
Go to email account settings, server settings.
For example, for an IMAP server, in the upper right area, you'll usually see port number 993 shown.
Change the port number to something else, e.g. 994
Now click on a different place on the left hand side, for example on "copies and folders".
Then go back to "server settings".
Now change the port number to 995.
Click the "fetch certificate" button.
Actual behavior:
You get an error message that reports a problem about the previous port number 994.
Expected behavior:
The dialog should always use the latest values from server name and port for testing.

It's a thing that's only existed for 3 months. The bug reported here has been a bug the whole time.
