Current plan: When we blocked trackers during the load and user is reloading the page.

Potentially when we have an allow-list entry for the page that isn't active. But that might be too uncommon.

Priority: -- → P2

This is included in the patch for Bug 1994684. Not a separate work item. Closing as INVALID.
