STR:

  1. Open Firefox Nightly
  2. Go to about:newtab
  3. In any row containing story cards, click the kebab icon button aligned to the right of the row heading. This is the icon button adjacent to the 'Follow' button.
  4. A menu will appear, click on 'Block'.
  5. Press the TAB key until focus reaches 'Not Now' and 'Block [...]'

Actual / Expected:

As soon as the 'Block [...]' modal appears, when you press tab, focus immediately goes to the content behind the modal. You have to tab through everything behind the modal and tab again to reach the buttons.
