If you forget to select an action for a message filter, mozilla warn you with a
messagebox. Then, if you correct the error selecting an action, after clicking
on OK Mozilla don't create the filter.


Reproducible: Always

Steps to Reproduce:
1. Tools->Message Filters...
2. Select an account and click on New... button
3. Fill the filter name and just a single rule (standard or custom)
4. DON'T select any action to perform
5. Click on OK: mozilla say that you must select an action
6. Select "Move to folder..." or "Label to ..."
7. Click on OK button

Actual Results:  
The filter was not created: it don't appear in the list nor in the
msgFilterRules.dat file

Expected Results:  
The filter should appear in the account's list of filters

The bug was tested on 2 different Windows 2000 PCs, both with Mozilla 1.3 final.
I can't try it, but I guess that the problem should be present on all OSs.
I can confirm seeing this bug on mozilla 1.3 as well. In my case, it's seen on
Windows XP, not that it's likely to be relevent.
This was fixed shortly after 1.3 branched. Please always test using a recent
trunk build before reporting a bug.
