Instead of defaulting the availability of Fx Backup to false, we
default it to true on Windows. There is still a Nimbus setting
in place that controls whether or not Fx Backup is actually
shown to the user.

Verified on both Win10(22H2 19045.2965 si 1607) and Win11 with latest nightly 147.0a1(20251127092353) that both prefs (browser.backup.archive.enabled, browser.backup.restore.enabled) are set to true and only restore is available on about:preferences#sync on both Win10/Win11.

Verified on both Win10(22H2 19045.2965 and 1607) and Win11 with latest Beta from treeherder 146.0b9(20251127154507) that both prefs (browser.backup.archive.enabled, browser.backup.restore.enabled) are set to true and only restore is available on about:preferences#sync on both Win10/Win11. Backup will be enabled only on Win10 via Nimbus.
Not changing the flag until we have the official build.

Prefs are enabled by default on both Win10/Win11 using latest 146.0, but only restore is available, backup will be controlled by Nimbus. Marking issue as verified.
