Icons added to the bookmarks section do not resize to the proper aspect ratio. 
For example, a 64x64 icon will not be scaled down to a small enough size to
accompany the bookmark.  This can be seen at the following sites if they are
bookmarked and visited from the bookmarks:

http://www.agentgreen.org/projects/netstumbler

Reproducible: Always

Steps to Reproduce:
1. Add site with large icon to bookmarks.
2. Visit site from bookmark tab.
3. Icon does not resize, but will show the top portion of the icon next to the
bookmark name.

Actual Results:  
Same problem as reported.

Expected Results:  
Should have scaled the icon appropriately.
