Currently, the experimental OAuth customization assumes the domain is always login.microsoftonline.com. However, for Microsoft's national deployments, the domains are:

GCC: login.microsoftonline.us
21vianet: login.partner.microsoftonline.cn

We want users to be able to operate with their own application and tenant IDs against the other Microsoft identity platform deployments.

This is already customizable via the endpoint host in the advanced EWS settings. This feature was added in bug 1984494.
