In earlier days of mozilla (before 1.0) I used to click on the site-icon at the
location bar in order to activate "File Bookmark" action. But somewhere around
1.0 that action has been broken.

I still can drag-n-drop the icon into personal toolbar, I still can use the menu
"Bookmarks"->"File Bookmarks". But why that action has been unassigned from the
"site icon click"?

Reproducible: Always

Steps to Reproduce:
1. Go to any site;
2. see that site icon (even default one) on the location bar;
3. Click on it;


Actual Results:  
Actual result: No such window, so a user is frustrated.

Expected Results:  
Expected: "File Bookmarks" dialog window.
