Steps to reproduce:

1. Navigate to: https://chrome.dev/anchor-tool/
2. Observe the tooltip question mark button located near the "Show IMCB"

Expected Behavior:
The position of the button is next to the "Show IMCB" text

Actual Behavior:
The position of the button is misplaced below the "Show IMCB" text

Notes:

• Reproduces regardless of the status of ETP
• Issue found during the Anchor-positioning QA testing phase

That is bug 1909339. Worth double-checking once that lands.
