CTLogInfo.timestamp is only relevant to retired logs: https://searchfox.org/firefox-main/rev/7496c8515212669451d7e775a00c2be07da38ca5/security/ct/CTPolicyEnforcer.cpp#60-61
It seems this is causing some confusion: https://groups.google.com/a/chromium.org/g/ct-policy/c/bLnfIuv6gKU/m/zEFTMo2sCQAJ
It would be fairly straightforward to make this a Maybe<uint64_t> that is only something when the type is retired, which would be more clear.
