After Bug 1855045, WebDriver BiDi always dismisses file dialogs.
We are adding a preference to make this behavior optional in Bug 2005673 because the current implementation also dismisses file dialogs triggered by other features of the browser (eg save page as...). This was not intentional, and we should only ever dismiss file dialogs triggered by a file input in a content page.
