Attachment: Mask icon in tab button badge has low contrast

STR:

1. Launch latest Android Nightly 148.0a1.
2. Make sure the theme is set to Light.
3. Enable private mode.

Expected:
Tab button mask badge is white with good contrast.

Actual:
Tab button mask badge is dark with low contrast.
