2006104 - Make refined cards and favicons default for all cards.

We added refined cards and favicons to card UI Updates for an experiment and we'd like to make that default experience.

Some files to look for where we enable it are:

• DSCard.jsx - refined cards
• DSCARD favicon
• FeatureManifest
• CardSections
• DSCard.scss

When working on the feature, compare to when: browser.newtabpage.activity-stream.discoverystream.refinedCardsLayout.enabled and browser.newtabpage.activity-stream.discoverystream.publisherFavicon.enabled are off and on. And make sure there aren't any new issues with the layout for both sections on and off: browser.newtabpage.activity-stream.discoverystream.sections.enabled
