Enable the settings redesign pref - browser.settings-redesign.enabled
Enable the "Manage Topics" section:
browser.newtabpage.activity-stream.discoverystream.sections.enabled
browser.newtabpage.activity-stream.discoverystream.topicLabels.enabled
browser.newtabpage.activity-stream.discoverystream.sections.personalization.enabled
browser.newtabpage.activity-stream.discoverystream.sections.customizeMenuPanel.enabled
browser.newtabpage.activity-stream.feeds.section.topstories

Steps to reproduce

1. Open about:preferences#home
2. Click the Manage Topics or Choose a Wallpaper
3. Close the Customization panel in the new tab page
4. Refresh the new tab page

Expected result

• New tab page is refreshed, customization panel should not open again if closed

Actual result

• Customization panel opens on page refresh after accessing it from about:preferences#home

I'm able to reproduce this. Looks like a mounting issue with the sections-mgmt-panel element in SectionsMgmtPanel.jsx. The panel looks like it gets automatically re-opened after a refresh, when it should stay closed.

This looks to be a part of the New Tab work, so going to move this under that component so that team can take a closer look.
