Enable the settings redesign pref - browser.settings-redesign.enabled
Enable the "Manage Topics" section:

Steps to reproduce
- Open about:preferences#home
- Click the Manage Topics or Choose a Wallpaper
- Close the Customization panel in the new tab page
- Refresh the new tab page
Expected result
- New tab page is refreshed, customization panel should not open again if closed

I'm able to reproduce this. Looks like a mounting issue with the sections-mgmt-panel element in SectionsMgmtPanel.jsx. The panel looks like it gets automatically re-opened after a refresh, when it should stay closed.
This looks to be a part of the New Tab work, so going to move this under that component so that team can take a closer look.
