The Firefox Home (currently called "Firefox Home Content") section on the Home & Startup settings page should be converted to the config-based settings system. This will include:
- Web search
- Shortcuts
- nested select + checkbox
- Weather
- Recommended stories
- nested select, checkbox, and
moz-promoelement
- nested select, checkbox, and
- Recent activity
- nested select and checkboxes

Note: once all subsections are ready, we should remove extra conditional statements that check for browser.settings-redesign.enabled and obsolete code.
