Description
The about:translations source text area does not have uniform inline padding. This was an intentional choice when the actions column was added in Bug 1992233, however I noticed that things look a little disproportionate when displaying RTL text in an LTR UI, or LTR text in an RTL UI.
We should update things so that the padding for the textareas within the section is uniform.

This patch updates the padding of the textareas in both the source
and target sections of the about:translations page, ensuring that
the inline padding on the source textarea is uniform. Also raises
the target-actions block-end padding slightly.
