2009053 - Replace --color-accent-primary with --border-color-selected once Firefox 147 hits release

This transition occurred elsewhere in the tree in bug 1988865, but newtab was skipped while the token made it out to the release channel in 147. Now that that's occurred, we can migrate to --border-color-selected in these places:
